As an avid animal lover, I have never been able to understand why:
A: People do some of the absolutely horrible things they do to animals
B: Animal Cruelty laws are so ineffectual
Recently I have seen some signs that have given me hope that I am not alone in this. If Measure 5 passes in North Dakota this year, they will go from one of the states with the weakest laws in regards to animal cruelty to one of the strongest
